Jamaica

The Jamaican government has extended the national curfew until March 22, 2021. The service quality of various types of mail (inbound and outbound letters, parcels and EMS) will continue to be affected.

Lithuania

The Lithuanian government has extended the nationwide lockdown until March 31, 2021 to control the spread of the coronavirus.

Postal services will continue to operate under certain restrictions. The processing and delivery of all types of inbound and outbound mail (letters, parcels, and EMS) will continue to be affected, and delivery without signature will be adopted. Lithuania Post cannot guarantee delivery standards.

new Zealand

Starting at 6 o'clock local time on February 28, 2021, the New Zealand government has adjusted the Auckland area to the national COVID-19 alert level 3 for a period of 7 days. During the same period, other parts of New Zealand have entered the second level of COVID-19 alert.

China Post would like to inform other EU member states and their designated operators, in accordance with the relevant provisions of Article 08-002, Article 17-107, Article 17-216 of the "UPU Convention Regulations", and the General Customs of the People’s Republic of China According to the requirements of Announcement No. 164 of 2018, in order to ensure strict control of inbound post flow and improve customs clearance efficiency, starting from January 1, 2021, all inbound international mail containing goods destined for mainland China must provide electronic forecast data ( EAD). Providing EAD in this way complies with the M33 (ITMATT) and M41 (PREDES) standards of the Universal Postal Union Electronic Data Interchange. Following the International Bureau's Circular No. 180 on December 3, 2018, requiring the provision of ITMATT, China Post would like to remind other EU member states and their designated operators of the implementation details of ITMATT requirements:

-For uninterrupted ITMATT communication, ITMATT information should be sent to the electronic data interchange address CN501.

-China Post reiterated that the data provided must be accurate, because this information is the basis for customs authorities' acceptance, customs clearance and release. Complete data will help the information to be transmitted from China Post to the customs. It is recommended to provide customs information in Chinese.

-ITMATT data set must include international mail identifier (according to UPU technical standard S10) to ensure the integrity of the data, in addition to complete and accurate information on the following elements:

Sender's full name

Sender’s address, including street name, house/apartment number or other additional information, postal code, city, and country

Recipient's full name

Item information contained in each email: content description, quantity, net weight, value, currency

Recipient's address, including street name, house/apartment number and/or other additional information, postal code, city and country

Recipient's phone number (if available, home or mobile phone number is essential for customs clearance)

Any international mail containing goods that have not arrived by EAD may cause delays in customs clearance. In addition, China Post will require the recipient to provide complete and accurate supplementary information for mail that lacks ITMATT or that the customs considers that it is incomplete. If the recipient cannot be contacted or accurate and complete declaration information is not provided, the mail may It was deemed inadmissible by the customs, which resulted in the mail being returned to the sender.

Czech Republic

In view of the sharp increase in the number of COVID-19 infections, the Czech government has extended the state of emergency until at least March 21, 2021. The Czech Post will continue to provide postal services in accordance with public health measures and other restrictions, but the processing and delivery of all types of inbound and outbound mail (letters, parcels and EMS) will continue to be affected. Czech Post cannot guarantee compliance with the agreed standards.

Antigua and Barbuda

Affected by the epidemic, Antigua and Barbuda Post will be closed for 14 days from February 22, 2021. During this period, all operators are requested to suspend sending mail to Antigua and Barbuda.
